MPHA is pleased to present the second webinar in an oral health series for 2023, following a successful kickoff presentation at the 2023 Annual Conference: "Getting to Yes: Consensus-Led, Structured, State Advocacy Efforts to Advance Medicaid Dental Services".

About a quarter of Minnesota’s population is covered by publicly funded dental insurance. Consensus-led and process driven advocacy approaches were used by provider groups, aligned into a coalition, to break years of uncoordinated advocacy and advance public value oriented dental bills for this population in the 2021 and 2023 Minnesota legislative sessions. A consensus process based on the Harvard Business Review article, Leading Change: Why Transformation Efforts Fail (Get to Yes®), was used to internally align the provider groups into a coalition speaking with one voice.  Combined with the use of Government Analytic’s public value based Structured Advocacy Process (SAP®) for external advocacy effectiveness, the process yielded a playbook to enumerate public value outcomes, captured in highly curated policy white papers, enumerating the positive community outcomes of the policy proposals. These white papers enabled clear messaging and district-impact profiles for Minnesota legislators. 

Webinar participants will understand how to do two critical tasks:

  • First convene and unify diverse stakeholders into a coalition;
  • And second, create an advocacy playbook for health system improvements to amplify policies of significant public value to achieve successful policy reforms, whether in oral health or overall health.
